Ring limits are kinda strange anyway. You can string them on a necklace or stash them in pockets. But you can say that only rings worn on fingers imbue magical properties. And you can say that some aspect of the wearers nature is required to tap into the properties of rings. Then say that the wearer only has so much of this aspect to go around.
