I personally prefer the system of a bellcurve (say 3d6) system for each individual warrior. Given your example of 1000 swordsmen vs 1000 swordsmen. Sure one would "think" that the randomness is completely gone, and that the same amount of damage is delivered. yea, percentages would be best (on the safe side) when concerning Sovereign attack, defense, ect. However, if stats are kept to a low-ish number, its doubtful 10% will be equal to or greater than 1 for half of the game, so maybe +1 would actually be stronger than +10%, except for HP.

Consider them Smaller, Unintelligent versions of dragons which can be domesticated. Well, I say lets try to make the various "types" of spells (aka the elements) as different as possible with only one type of damage first, and then if need be we can add damage types. In short, I think we will get better over-all spells if we, at least temporarily, have only one type of magical damage.

Better a limit in POWER than a limit to raw numbers. examples of this are seen in Table-top games, where a player buys their units. Each unit is worth a certain amount of points. I think each rank in a skill, say 1 rank in Fire skill, should slightly increase the power of the spell, or decrease the cost of the spell. (or both). And that every 5 ranks in the skill require one less shard. So 4 ranks of fire skill give more powerful, less expensive fire spells, although you need 1 shard for Fire 1 spells, 2 fire shards for Fire 2 spells, ect. Now, if you had 5-9 ranks, 0 fireshards are required for Fire 1 spells, and 3 shards are required for Fire 4 spells. Havin

I mean, at first it sounded strange, but the way I figure it, you can specialize in X type of shards for X type of spell (wether that is buff/debuffs, or Large Area Attack/low damage, or Narrow Area Attack/High Damage, or super Life/Death craziness .... or even SUPER LARGE Area Attack/very low damag/chance for freezing (blizzard)) also, it makes people less likely to complain about spells causing physical damage rather than arcan

I agree with this. All Sovereign specific construction, research, gold, farming (city related) penalties should not actually be penalties but simply smaller bonuses, and the other side of the coin should be even bigger bonuses. A sovereign's presence in a city should give nothing but bonuses. The only exception I could see would be if the sovereign picked a talent like "touch of death" which causes discontent/unrest/prestige penalty (whatever) to citizens.
