Combat rating is the primary method through which AI determines what to attack. Are you sure this isn't going to cause issues with killing monsters for the AI?
This is a really great find. Would you consider making this cloth-fix into its own library so it can be included in other mods? I would definitely like to include it in Children of Storm.

I've played the game for about 4 hours. I think my main issue is that there is very little simulation going on. A simulation, to me, is more than a set of tasks that needs to be performed in a certain priority. It's more than having 30 bots running between X and Y task. Sure, you can include the Reliquary from the Children of Storm mod. Although a lot of them are dependent on the background unitstat library, so you may have to re-tweak quite a few unless you want to include that. Also, some of the Reliquary items use models that are on the do-not-redistribute list .

If you are obsessed with "silent" then you go for a cpu that can handle passive cooling. There's a R7 250 with passive cooling as well, if that kind of stuff floats your boat. But liquid is total overkill for this system (if the intent is overclock). You'll gain far more by buying a stronger cpu with stock cooler instead.
You'll see far more performance gain going to an SSD than going for more than 8gb ram (which is practically never used by Win7). I believe there is a GDDR5 version of the R7 250 that you can get for the same price as the GDDR3 one. You probably won't notice the difference there, but if it's the same price you might as well...
PSU seems like a huge overkill, even if you'd want to expand with another GPU later on? I love the look of that case, I just got a new computer and it just looks boring compared to this ;(

I'll just remove the overclock on the CPU for now, it's not doing me any good anyway. Star Swarm runs fine without it on mantle and DirectX. It was more that I was curious what the difference would be between a 4670k on 3.4 ghz and a 4670k on 4.2ghz (with a radeon 7990 behind it).
