It's a bug. I've had it happen to me as well.

The cruel and pacifist traits should give a benefit and a malus. Attackers should be able to retreat at any time, at a fame cost, and retreat should never be allowed when militia is out (the city is under siege) You'd need retreat added to quick battle, which is why I think this is unfeasible without some higher-end design decisions, maybe in the next expansion since we know we're getting it now. I hear that, I'm about to join you on the unemployment line soon thanks to sequestration. Hopefully the GI Bill isn't slashed out so I can go to grad school at least. We'll probably get 1.4 this week I think, and FE next week.

I won't go that far, but this is what I categorize as a major bug, and something that means a game can't be considered finished while it still exists.
It's worse in the US, where said ranting is considered acceptable, especially in the South.
If there is a cheat- it's probably either they don't suffer xp penalties from stacking champs (has this been tested?) or related to the fact that quests for the AI are a diceroll instead of actually doing the quest. (I'd like to see this changed- never liked humans/AIs playing under different rules)
The real issue is that education, housing, and insurance are massively overpriced (maybe not insurance, but the first two definitely) The issue with housing is largely due to tax gamification The issue with education is that the value of it has gone down heavily, while costs have skyrocketed. Market forces would fix it if it wasn't for student loans being undischargable in bankruptcy + overseas education having more subsidy.
Makes me wonder how the Stardock folks get it done, since they're using the same tools I believe. Hopefully this gets straightened out by the next game, I think it's too late for the Elemental series, especially when they've had so many bugs to work out over the years in the base game, and still do have some issues.

Maybe Henchmen should be an additional unit for heroes once they reach lvl 5, and an additional one every 5 levels that come in at lvl 1 and are attached to the hero. You can disband them if you wish.
