Noticing that the AI often has hundreds of units, many of which aren't a threat, but the AI does raid/steal resources with them, it's what should be done, but it's annoying to deal with and really not fun. This is a problem that is common in Stardock games, GalCiv II had this problem as well. This is probably just me stating my preference to move fewer, more powerful units. I've had this bug, and also variations of it. One variation units get stuck in the city square after I take a city, they are unable to move, but I can attack them. however, sometimes I can only attack them with one unit. It's really annoying.

that swarm mechanic wouldn't stop mounted archers from dominating. Historically, they did, but it was very expensive to train them. Mount+archer needs to have an additional cost associated with it, along with mount+mage. I don't consider taxes as stealing. Fundamentally, the rich benefit more from taxes than the poor. You'd have to research the appropiate tech and upgrade a horse resource to get access to an elite horse. Upgrading a horse resource would also cost horses so you couldn't rush it without trading. I'd love to see magical horses, maybe gained through quest, but that would require a tech being unlocked through completing a quest- and I'm not sure if that's capable via modding. I'd suggest not making it separate resources

One of the selling points of FE is an AI that doesn't get to cheat. The AI being able to insta-raze is cheating. Personally, I'd like to see raze times dependent on the level of the city, and monsters be unable to raze lvl 2 cities, just lower them a level per turn and destroying buildings. I vote no on letting 32-bitters play on huge map size, if I get a vote. It's time to wean folks off of 32-bit. That said, one of the things I think you guys really do well at Stardock is making games run on limited resources. GC2 and FE both run really well on mediocre rigs. Instead of scaleable with map size, could it work scalable with map explored? I think that might work better and be easier to balance. I don't know if this is doable, but it would be a great way to handle scaling organically, as your unrest would increase gradually, and you would have it increase in a similar fashion regardless of map size, and it would scale as the game went along, instead of all at once.
