Aside from quests, lairs and buildings, can we receive Fame for defeating enemy Sovereigns and conquering cities?

This could be part of the regular game or it could be a Commander level-up perk or starting Sovereign talent:  Propagandist

Say:

5 points for conquering a city or defeating a Sov in battle.

3 points for an enemy Hero.

And if you are a kingdom and you raze a city of men, -10 fame? -5 for an Empire city? It ain't always easy being Good.

An Empire, I dunno, do they get fame for being ravagers? +5 for sacking a city.  (Thinking of Blazing Saddles when they are recruiting villains to attack Rock Ridge.)
