1.20 issue. Kraxis sov is sitting on his capital instead of in his capital. I've seen this happen in the numerous AI tests, usually with spouses. Why isn't he in his city?

If Frogboy and BoogieBac attack Karavox's tile, they'll fight him outside his city. He'll be defeated, flee to the city, and then Frogboy/BoogieBac will fight him again to finish him off.
If Frogboy attacks the tile above Karavox, he'll capture the city from underneath Karavox's nose. Then Frogboy and Boogie can dispatch Karavox.
