[.92][Bug][Graphics] Resource Bar Resizing When Completely Exhausting a Resource

If you have n types of resources and then spend all of a resource so that you have n-1 types of resources, the box resizing works funny.

Going to another screen forces a refresh and then the box looks fine again.
