I happen to like the idea of cities getting level-up boni, but I'd like for there to be just a little bit more. Cities that hit rank 5 get a nifty title, which the player can choose. Each title can only occur once per world/game, and even if city with a title is destroyed, the title isn't renewed. The effects are shared amongst all cities you own.
- City of Flame/Pillars/Waves/Wind - Located near a fire/earth/water/air shrine. Doubles the income of that particular element when tied to this city. Bestows an elemental benefit to all garrisoned unit, and resistance to that element.
- City of Nobles - Increase to the city's prestige.
- City of Swords - Increase to unit production speed
- City of Magic - Increase to mana restoration when in the city, spells get +2 Intelligence and Wisdom.
- City of Hope(kingdom) - Passive boost to garrisoned unit defense and movement speed
- City of Darkness(fallen) - Passive boost to garrisoned unit attack and movement speed
Would also really love to see some additional level five massive benefits, something to make a level five city a truly amazing thing to achieve.
The reason I want to see these sort of things? Fairly simple. I want to build a city like Minas Tirith. Or a city like Freeport. Or even Orgrimmar or Silvermoon. A city like Suldanesselar, and Amn...I'd love to be able to make my capital city a truly epic place in a truly epic world. Right now, getting a level five city isn't something amazingly epic. It's...rote.
The other addition I'd like to see is the implementation of castles or other structures on the map. Given the suddenly vast value of influence, something to increase influence would be equally convenient. Castles and Fortresses would be one or two tile structures, giving improvements in defense, etc, as well as generating an area of influence. While both give both benefits, Castles lean more towards aiding influence and Fortresses lean more to improving garrisoned unit defense.
