I fought one tactical battle as part of a quest, but I didn't get any more even when attacking creatures. I would get the results screen and that's it.
How many units are you using? I believe you need a min. of 4 units for tactical.
Well - in the quest battle I had, it was just my sovereign vs a bandit and his wolf (though it did occur twice so maybe that counted as 4 for their side, but it was only 2 on the field at a time in two separate fights)
