I think that if you click on an entry in the tech screen that should bring up the Heirgammon (or whatever it is called) it will cause the computer to freeze if it can't find an entry that means a complete re-boot.
Specifically, Research Diplomacy. Click Treaties. Then click the 'Peace Treaty' entry in the description.
Also noticed that Embassies are given from two Diplomacy areas.
