Just installed the update to 3A and went to start a new game. I noticed that the custom faction option is no longer where it was before (was it moved). Picture shows what I see.
YEah, seems there is no option to create our own faction?
Judging from the fact the option is gone, not just grayed out, I'm suspicious that the intent is too pull for for the 1.0 gold release. It'll probably be back in for the day 1 release, or shortly thereafter, so I'm not too worried.
