[.805][bug][graphics] First stage of construction models linger/appear in cloth only mode (should be icons)

As you can see here the first model in the construction phase of a building lingers when in cloth mode. It also lingers in normal mode when you leave the city screen for me.

Which building(s) is it that does this, and can you consistently reproduce it?

It is reproducible and always happens. Specifically this happens with Kraxis buildings, and all of the first level ones.

The easiest way to reproduce it is to turn on and off cloth mode on the turn you designate them for building and the slow fading becomes quite apparent.

You can also get the nonfading effect by scrolling out rapidly after leaving the city menu.
