So taking a look at the changes that were made to 2B I found this in the list: [When a player researches a technology that increases goodie hut or quest spawn level, it now checks to see if their level is equal to the world's. If it isn't, then it doesn't increment the world's spawn level. ]
First off, I think I need a bit of clarification on what this means, I'm pretty sure it's either one of two things (or possibly both) so I'll address them both.
A. Assuming this means that ogres and whatnot now spawn (along with increasingly difficult enemies) based on whether or not the player researches adventuring tech, this should instead be based on the number of turns that pass, as it's possible for a player to never research these techs and just breeze through the world, or alternatively for the computer to research them early (and level their avatar early) and create super spawns everywhere.
B. Assuming this means that witch huts and the like 'spawn' when someone researches this (Player only?) this should instead 'reveal' those lairs instead. That is to say they are already placed on the map. Also.. to prevent missing out on adventuring opportunities for growing your cities too big (and thus covering the tiles), placing a building over an adventure point should spawn an adventure for the player to complete, complete with a "you discovered an ancient dark ruins within the confines of your beautiful city" text message and urging the player to complete the quest, regardless of whether or not the tech was researched.
