In this build, the Scout Pack gives 1 Def and 1 Sight, while the Messenger Pack gives 1/4 Combat Speed, 1 Move, and 1 Sight.
This seems more or less backwards to me. If the Scout Pack was called a Surveyor Pack, I maybe could accept it having no movement bonus; the common notion of scout includes covering ground quickly.
