You can alter the premade faction by adding/removing strength and weakness. You would experience the same thing if you create a custom sovereign with 5 dexterity and add him a shield with only 1 defense. So I guesse that Bannon has only 5 in dexterity but we have no way to check this

In the following savegame http://dl.dropbox.com/u/5057853/1z3_Viy/Viy.EleSav teleport next to the yellow dragon fountain. Go to this tile and attack the dark wizard. After the battle, you don't get any message telling you what you do next. Having played this quest in the previous beta 1Z, I know that I should have got an healing potion.
