I don't mind that world wonders exist, but when and if you select one to build, it's construction should take up the ENTIRE queue. No other item can exist before it. Thus all the cities resources are dedicated to the endeavour of building it and you cannot 'hold' onto a wonder by keeping it further down in your queue. Don't want to build it yet? Going to have to give it up to chance that someone else will choose to persue it instead.

I agree with your over-arching concern that troop production is still being missed...not necessarily the way you attempt to deal with it. Imo, the techs, resources, and traits are what give your troops the uniqueness they deserve, and the edge you'll need to defeat other factions. I wouldn't touch that. Like the idea, all except the 'destroy all unrest buildings' . That seems unneccesary, especially considering the increased unrest penalty. In addition, that unrest eventually bleeds away; having unrest abilities only hastens it.
