This is an old, old issue, one of many with diplomacy. It simply hasn't received the TLC that's gone into many other areas of the game, and that one-turn-agreement-then-broken deal is a longstanding result. There are several others. Not to mention, a very limited number of diplomatic options to begin with. Brad, oh Brad: where are ye when we need ye?
Dominions 3 really needs a good, up to date manual. Great game, though.

It's been noted repeatedly in the past, but deserves to be noted, again: diplomacy remains the largest gameplay element in the game that is both impoverished in options, and wonky as hell. It really could use some TLC. Hard to believe it's part of a game put out by the same folks who did GC II.
What's still missing from the game? And how's diplomacy? I really like a raft of options, a smart diplomatic AI, and good feedback to let you know why an AI player is doing something or reacting in a certain way.

They're "weak" now because the loot was really fine for a while, and a lot of noisy people complained that it was too good. So all the garbage was added, and nobody said anything, for a while. I don't think the loot is too badly scaled at the current point. It is *not* randomized. It is randomized within classes of enemies determined by difficulty level. Not that I've seen. I suspect everybody is waiting for the gold release, although confusion remains about whether it has been released, or hasn't. Since it's still being tested in beta. As for the construction screen, it is a thorough-going mess, I agree. Genesis was far better.
I'll wait for a gameplay video, or a demo. These are the best ways I've found to judge the merits of a new game. That said, best of luck with it.
The only outstanding complaint I have is with the new construction screen. The old one from Genesis was a little awkward, but this is a mess. Otherwise, I like what they've done very well.
Curiously, they appear to running their round three beta even though the game is now available from Steam. I'm not quite sure what's going on, though it's been asked about in their forums.
