well, the optimal time is now, since the game is out. You can hint at the possibility of a vastly improved game in the future, but if a game is presenting itself on a shelf and in an online shop, game reviewers have to review it to let potential customers know about the current stage.

Yes and No. Certain aspects of the game are already better than in Master of Magic (city building, RPG focus, researching tech), basically everything on the Civilization kind of level. If you are looking for an engaging magic system and lots of interesting abilities for regular units and fantastic creatures plus exciting combat: definitely not! Don't do it or it will make the sovereigns even more overpowered, personally I would even increase the cost for that talent. Thanks to this talent and the bug that you can equip your sovereign with as many rings, kits and items as you desire, sovereigns can easily kill everything on the map without even touching any magic.

The Temple of Essence benefits you and all of your troops globally, not just in that city, and regardless of when you trained your troops. It is a general +% trait and not bound to place and time. If the ability of a champion says "Cities" it should affect all of your cities, but to be perfectly honest I never checked it myself. I will try and let you know.

Magic is actually insanely underpowered and downright useless in Elemental, especially in late game, since every unit/creature with a high defence rating will basically block almost all magic damage. Increase your essence when leveling up your sovereign/Champions or advance in the Magic (Kingdom) or Sorcery (Empire) technology tree. In there you will find tech and unlock city improvements that will increase the essence of all of your units. Always remember: Essence = Mana.

Well, they do what is listed in the description, nothing else. The only special item you should forget right now is the vengeance coating, it's bugged.
Hm, I can't understand why most people have a problem with it (I can, actually, but I don't agree..). I love it and think it is one of the best features of the game, because it is the first time for me that I actually feel like city building is not just a boring improvement spamming job like in most other 4x games, but you really have to think about where and how to build cities and act with caution. And I like that you have to specialize and prioritize.
You can check the construction and unit training progress when you activate the city, it's on the lower right section under the city name. You can see the entire construction and training list on the lower left side, there is a "building" and "training" tab you can click on. You have to actively hire any champion you meet on the world map, the initial guy too. You have to stand next to them and right-click on them, then they will tell you their pay. You can also see the remaining city tiles by opening the city detail screen, click on the big circle with the city portrait. It's the gray tower icon.
