ok, I checked it again, it does indeed give you double benefits. You can see two traders wander back and forth if you click on them you see the percentage increase on food production for both cities and how long it takes to create the higher level roads. I am 100% sure that you couldn't do that before, they seem to have changed it. So yes, there is a double benefit.

At the moment the only option is to increase the amount of diplomatic capital you have/receive. Other factions will think better of you and go down with their prices if you have a large amount in your stock. In addition, you can trade it for any desired treaty/resource. Try building diplomatic improvements you unlock in the Diplomacy (Kingdom) or Cooperation (Empire) tree to gain more diplomatic capital.
