Someone in the FAQ thread experienced many opposing armies that were basically defenseless after one combat turn, because they lost all their action points. He confirmed that he picked a sovereign with the "Intimidating" trait, which is proof that it is very effective. I once created a sovereign with the "Cruel" trait and stopped playing with him because of it. My sovereign and most of the hired champions lost their action points after one turn and were butchered most of the time.

That one you are talking about. Well, it's a repeatable tech, so if you really want to you can push it up to 50% or more, which is really beneficial. Then there are a few improvements you can build that increase essence, forgot their names though.

Could it be that you have built an improvement in the city that increases all hitpoints for units that are stationed there? If so, as soon as you move your troops inside, all units will get a raise of max health they have to catch up on.

1. It makes sense to focus on building food related improvements in that cities, but the other cities will also benefit from it, obviously on a much, much lower scale. Therefore you always have to contemplate whether you are willing to use precious building space for food related imrpovements in cities that have no food resource tile around. It's even working when the champion is standing next to one of your cities and the sovereign is nowhere near it.
