Easy answer: because they had two possible release windows to put the game on the shelves: August 2010 and February 2011. They decided to bring it out this August regardless of the final touch because of Civilization 5 and (I am assuming here) because they had not enough money and verve to wait another 6 months. Logic suggests that is the answer to all of your questions.

You can only build squads once you researched the technology. You can change the amount with the buttons over the unit icons in the training window. You are not able to merge single units to a squad, you can only build them from scratch.
