Yes, it does seem that having a right to be able to sell something that you can make infinite copies is a bit silly. Although if you are just selling a key and your existing installation becomes invalid, that might work. But still, a funny ruling.

This sounds great. You might want to also remove "Flesh Wound"/"Gangrene Hand"/"Rotting Wound" from Undead (since I think all Undead are skeletons in your mod) and add some specific to Undead like "Lost Bones"/"Damaged Finger Joints"/"Damaged Spirit" which could be the Undead counterparts to the above three, or you could make them different functionalities instead. :) Lots of possibilities, it's great! Why haven't they made the most of Steam's multiplayer options for Rebellion then? If they are not going to majorly make use of Steam's extra options for Rebellion, then there is no case for making Elemental games Steam only (especially since, unlike Rebellion, they are not MP focused).

Couldn't bring back Capitar unless Umber is brought back also. Even though it is technically similar, it is a bit different - Umber could get early wargs and say Umbran Warboars as special mounts! I'm fairly sure. I get more inactive tiles from Quest Maps the more Quest Maps I've used. Just because you like it the way it is doesn't mean that it isn't totally imbalanced. ;-) You don't need Paragon for strong heroes. Paragon says it increases the champion's level by 1. I think it would be better if it always just levelled the champion up once. It doesn't say in the description that it "increases the champion's level by 1 plus bonuses for all the +XP% skills". Besides, using the bonus Exp skills makes Paragon totally broken, if champions can get to ridiculous levels like 100. So I suggest Paragon always levels up champions one level, no more, no less. Derek, I think it is important to note that you will still need to have population tiers for production and research, even if that number matches city tiers, due to cities being captured and having their population halved. Currently, a city never drops in level, even though its population can drop below the number that was used to attain that level.
