Or just make it so that declaring war while under an ROP agreement, auto-boots enemy forces to locations outside of the targets borders. This worked well to fix Civ3's ROP exploit. I wouldn't mind variable and negotiable time rates. But I wonder if that might be more time consuming to code? You can change the world settings to find a monster balance more to your liking. But then you have to go and change each opponents difficulty when you want them to be tougher than the world settings. I wish we could select world difficulty without altering leader difficulty. And have the abilty to change every leaders difficulty with a single action, while also being able to individually change them if we like.

I agree, 99 seasons is too long when your just signing for the right to pass through their lands. Much can happen in that time. A distant opponent has plenty of time to come squat a city right on top of your road network etc. I'd like to see a right-of-passage agreement be seperate from the non-aggression treaty. Played two games to mid-game and have just started a third. Have settled in to play towards the end game. Am enjoying the increased AI challenge! I think I agree Mals. At the very least though, they provide a forward operating base for the healing and equipping of adventuring units. Can also train units to reinforce the heroes in their questing. Is useful when adventuring far from the home land. But the gear they provide as a trading partener makes for good reason to let them live... for a time.

I recently noticed these high level locations as well. So I just checked, and Magnar's got a Notables level of 9 by season 65! He doesn't have the tech for it. Everyone else is at 1. EDIT: It may be that this problem applies to all of the new faction starting techs. See reply #10 for more.

Is it possible the city was a Minor Faction? I've captured Empire/Kingdom cities and been able to level them up. But when I captured a Minor Factions city, I was unable to. Cool, thanks Heavenfall aka EWoM's Mod Ambassador ;~p I've spent a little time messing with the editor and find it somewhat painful to use. It took me a while to learn that right-click paced things and that the cursor and selection wand appear pointless? And I just learned that the +/- keys will change brush sizes. Oy what a process. Thank you Heavenfall! So pre-placed resources do work in v1.09n? Are the starting resources for all players moddable at this point? For The Forge of Souls map, the resources don't appear to be pre-placed since there is some variance from game to game. Yet there are more resources in this map than the sandox maps. I've been trying out various user made maps. One map, The Forge of Souls has a resource spawn rate to my liking. After playing the map three times, I find that the resources and their locations vary. People are gonna vary on this. But I think the majority will prefer it the way it is. Our math is expressed in exactly this way. 11/20ths means that there exist 11 parts out of 20. It is absolutely intuitive for me to read 11/20 and think, "I've used 11 out of 20 specialist slots". We are filling slots afterall, not taking them away.
