I think it randomly happens, so I don't know if there are specific units that suffer from this bug. Attack sounds, damage sounds and dying sounds, all suffer from this bug. If anyone observes a pattern, maybe offer some more information. Spell sounds don't seem to have this problem.

They got the AI in WoM to use Curgeon's Volcano? Cool! I loved WoM after 1.2 and I played it a lot but I've never seen the AI do that. I did indeed see the AI use strategic buffs, but no strategic offensive spells. I haven't seen Curgeon's Volcano in FE either, even though I remember it being mentioned in previews. Maybe they haven't implemented it yet, maybe they just haven't got to the strategic AI as a whole yet.

Oh and also, is the AI capable of using the Raise Land spell to make his way across water?

Cave bears have been known to employ the scorched earth tactic, much like the Red Army did. But on a serious note, I agree with both your points. Although my understanding, from reading the forums, is that monsters are not as willing to attack your cities as they were in WoM let's say.

Well if I can use strategic spells to wipe out entire armies and cities and the AI can't, that's quite a disadvantage, isn't it? I don't want to increase the difficulty because above Challenging the AI gets bonuses. Surely they must have implemented a smart strategic AI because people have been complaining about it since War of Magic. So did anyone witness the AI doing any of the things I asked?
what about a system where you can assign a champion as governor to a city.
Simply stationing a champion with the Governor perks should do it. Now all we need is everything mentioned above and everything would be great :) About the tax level per city, I agree it would be much work and little gain. They used the empire-wide tax in GalCiv 2 and it worked great. You are left to manage unrest in each individual planet... er

How smart is the strategic AI currently? Is it able to use strategic spells efficiently? Should I expect my whole army to be wiped by strategic spells? Should I expect my cities to be cursed by the AI? Is the AI capable of using Curgeon's Volcano for example? Is the AI capable of pursuing the quest and the spell victories? I have played only one game of FE and I pretty much dominated my opponents on Challenging difficulty, so maybe they didn't have time to pursue these vi
Governors might be better if they provided empire-wide bonuses regardless of where they were. Then at least you can still move them around but you're sacrificing strength for building.
I don't think empire-wide bonuses are a good idea. Then you could just have a couple of high level governors doing all the work from some safe location anywhere. Useful city-level bonuses are better. You could then bring high-

The biggest issue is having only one expensive building providing XP in just one city per faction. That basically limits your governors to 1.
I'm really surprised they haven't simply added +1 exp while stationed in a city if you have the Path of the Governor skill. Even that's not enough, but it's a start. Maybe the engine doesn't allow it?!?
There's always a workaround. Maybe they just haven't got to it yet... I hope they'll do something about it before release.

I agree. The Path of the Governor is pretty much useless now as it is. In War of Magic I actually used champions as administrators, though I can't remember what they actually did. In order to make governors useful and a viable choice, I think the following should be changed: 1. Make all cities give XP to champions (or maybe just to those who chose the Path of the Governor), preferably a low initial value (like 0.5-1 XP per turn) that can be improved by buildings that can be built

I just now read the description of the Cloak of Fear. I guess that because the "Dodge" text appears when my units fail to hit her, I thought it must be her dodge value that affects this. I was wrong. My mistake. Cool enchantment then... EDIT: Indeed my hero, which has a higher Spell Mastery is able to hit her from time to time. So it certainly isn't a bug. Sorry, I should have read more carefully. Though it shows that auto-resolve doesn't take into account such enchant

As can be seen, she only has a dodge value of 5, yet she dodges every attack. When I attack with my heroes with no spells, I just can't kill her because she can dodge almost all attacks, swords or bows. Maybe once every 20 attacks she will receive some damage. I can easily kill her with spells though. But if I don't have spells, I have to escape from battle and auto-resolve
