Are you certain you are actually at war? No tribute involved? Did you ever make an alliance? Talk to Magnar. Does the option "declare war" still exist? If so, you are not at war. If you really are at war and cannot capture his holdings post your save. Never seen or heard of this before.
Casting it in your own territory (outposts preferably, it's a waste if too close to existing city) makes tile yields the most likely to appear, in my experience. Whenever I have cast on plains or forest tiles, my territory or not, I have seen at least 3 city spots appear. No tile yields can appear within 6 tiles of an existing city.
You must construct additional pylons.

Once you "get" where it is likely to create tile yields, the spell can win you the game. I've created 3 essence tiles with it by casting with both a crystal crag and a shard in the area of effect. Great spell, especially now that it is a tier 2 and cheaper to cast.

Despair? Very powerful, but not OP. That's because only intended high-threat enemies have it, and the player can only get it via a rare scroll. Counters to despair: -Death Ward -Counterspell -Anything that causes prone (interrupts a spell)
Well, monsters from the wildlands are actually from a faction - wildlands - so if they can from WL, it makes sense why it didn't auto raze. If Dark Wizards take cities, though, then something must have changed. Can't think of a WL that has Dark Wizards.
Are the endings (Quest, magic, Conquest, Diplomacy, etc.) defined in any .xml? Specifically, can the text displayed on-screen after the victory movie be altered?

It's the auto resolve. Special abilities like impale, cleave, gust of wind, ignys fire breath, and now (I know this thanks to you) crushing blow, are bugged in auto resolve. The main problem is that area of effect becomes glitched for these abilities. Crushing blow gets range. For most of the others, they hit ALL enemies, not just those in area of effect. Also, impale seems (cleave too, I think) to do a lot more damage than it should. Gust of wind does damage -
