It doesn't do that, but CoS is still not updated for 1.4 so you shouldn't play it either way.

You'll have to do a work-around where the improvement produces a local resource and the item requires the local resource. This will make the unit design always available but only trainable if the resource is available as well.
Give it a day and the problem should be gone.

The undead in this mod are not limited by "lack of graves". Are you playing another mod as well and perhaps confusing them?
There's not much difference if the drive spins or not, what you want to avoid is constantly waking it up from spin-down. There's a limit to how many times you can do that (the head causes tear and wear on the drive itself). So just keep it running (more power, accessible) or not (1/10th of the power, no access). But don't wake it up every 2 minutes, or even every 10 minutes, or you're lowering the lifetime. This is less of an issue with more recent drives (new tech solutions).

No way should you go for Elemental 2, that's just dumb. Every time a post comes up on other forums about Stardock, be it Galciv3 being announced or anything else, someone (almost) always mentions that Elemental was a huge fail and that they are never going to preorder / buy from Stardock again. i believe if you make it a tactical SKILL you'll have no problems. I doubt normal units can cast SPELLS, tactical or strategical. Add 1 to a spelldef to turn a SPELL into a SKILL.
