It is pointless to argue about possibilities. Maybe it's unpolished, maybe it's not. You'll find out soon enough. Just be aware that both extremes are possible.
No, there's no way to change how minor factions work per se. These will not be monster lairs, their actions will be guided by an AI and if there's a dangerous dragon horde defending a tower, they'll probably preemptively invade you. However... it should be possible to have a mini-dragon faction defending a spire. I like it.
