7. If you're talking about the world resources, it is not possible to increase the total amount of random resources placed at this point. 9 and 10. Wait to see how AI develops. It is very dumb in choosing gear at the moment.

I think you're extrapolating the learning measure too far. For an AI in Elemental, learning would simply mean that it adapted at what combat ratings it attacks, and at what combat ratings it does not attack. This would be similar to if the AI should declare war or not, after power rating. The AI "learns" in the sense that it comes closer to making accurate assessments ("I need X to defeat an enemy of Y. if X is not enough, next time I will try X+Z. My goal is to win at least 75% of the time."

Brad, while doing the AI thing, do you think you could skim over how the AI selects mounts? I tried adding stronger mounts but the AI never used them. @RavenX I went through about 150 of the spells, and I didn't find a single one that was possible with the current limitations to spells in the game. Whoever wins, it is likely they'll need to create a custom function just for that spell.

I did a mod called HostilePopulation that disabled building kingdom improvements in empire cities (except housing and buildings on resourcehoards in the world), and empire buildings in kingdom cities (and elves were on their own, too). But despite what the OP is describing, which is a huge issue, almost noone was interested in the mod.

They're limited, but not THAT limited. Edit: Just to be clear here. I recognize that parts of the system are extremely limited without script support (any custom function is impossible to achieve this is painfully obvious with spells, for example, which are insanely rigid in structure). But I also see a lot of untapped possibilities in the modding area, that ARE possible but haven't happened.

Oh, I doubt anything like that will ever be released. I really do not believe they'd go out of their way to create a lot of content that they then would not use. And I'm sad to say, that the mods being done absolutely have not warranted such an application of resources. That is to say, that the modding has been very disappointing, in my opinion.
