What makes you draw that conclusion? Enthusiasm for modding a game is not something you can bottle up and then use when the devs feel like it. Me personally, I'm doing mods now because the main game is lacking. As the game improves, so will my desire to mod it decrease. That's my reasoning, I can't speak for any other. Imho, the only reason not to release the tools like the Workshop and the spreadsheet in OP would be because

Looks very useful. I am finding it a pain in the ass to add new racetypes to the game because every faction has 30 different units with 100 bits of data. For your conundrum of when to unleash the tools, how about for beta 2-B or Beta 3 you simply set mods by default to off, then you don't accept feedback or crash reports or what have you from anyone who has it turned on? That's the actual damaging effect, check it out in CoreSpells.xml. You'll want to replace the UnlockCombatAbility ThrowingKnife with your own spell.

The way I see the corrupted river is that it's a place where evolution is turned up 1 000 000 000 times, so one day you have a fish that can breathe that walks out of it and another day there's an insect that can't breathe that just dies as soon as it's born. Anyway, the corrupted river is basically a "change agent", so it will add a trait to units trained in connected city that makes them deal random effects on melee attacks.

I just noticed that the UnitStat_BG_IsSovereign wasn't applied when creating custom sovereigns. It should be. I'll fix it in the next version F, which will be out when the next FE patch is released.

The lightning hammer isn't good unless your unit levels up. It's a weak weapon if your unit is level 1. Militia is level 1. Balance aside, I think it is also "unrealistic" within the setting of the game that militia gain any equipment you have available, including magical ones. They're supposed to be expensive!

I have a map set up where I test the drops from the random pool, and I'm not getting an unusual amount of compasses from it. It is either caused by another mod, or you got unlucky, or the drop isn't coming from the random pool at all (drops can also be decided in the goodiehut instead of coming from the general pool).
