Yeah, it should have been. But Cryptic isn't exactly a top tier MMO developer. They churn out games quickly, milk it for a while, then move on. (Can you tell I played Champions Online?)

I write software that gets translated as my day job, and this is totally tree. If you take it into account at the start, things are a lot easier. Either make the UI elements big enough initially, or let the translator have an easy way to alter the size as needed to make it fit.

Age of Wonders used to have a forcefield upgrade that would shield a city from overland magic attacks. Doesn't help protect units in the field though, you'd need something like a counterspell or something like anti-magic barrier to do that.
