I feel that there's something I should point out: Cloudwalk is a very powerful spell, but its school is not that great. You have to go through three ranks of spells to get to it, and most of them aren't that great. Obviously, it's good enough that this is a worthwhile tradeoff, but in this vein, there's a solution beyond just making it cost a lot. My solution would be to make Cloudwalk the 5th level spell, Tornado a 4th level spell, and bump Escape down to 3rd level. I don&#39

I'd say waiting for Fallen Enchantress is your best bet. You are too late to get FE free with a purchase of War of Magic, but you would get it heavily discounted, so if you want something to play now then you could get WoM at little penalty. FE is a substantial upgrade but WoM is getting some upgrades which have not been added to FE. Nothing really huge, though. The two don't interact as far as everything I've seen, and I really doubt that they will have any reason to do so.

How will savage lands interact with terraforming? Will there be terraforming spells that can limit the effects of some of these lands, or even cause wild lands to exist where they previously didn't? I think a sovereign throne as a specific building would be conceptually redundant. It should really be a palace that does that stuff. If it's more like "here are some things that can happen when your sovereign is stationed in the city with the palace" then that would be a better implementation, I think.
