I like Option 3 more than the rest. I don't like the 1 and the 2 seems interesting but at this point I'm not sure if I want to reach that level of detail. Er... when you start the game, the people start recovering from a cataclism that was close to destroy everything. The Sovereign (and the enemy ones) start rebuilding the world and attracting followers from the forsaken lands to live in his first city (and the later ones as Prestige increases and population reproduces). In Gal Civ II, if I had Lasers I and the need of building some defenses, I'd build some ships with Lasers I. And the only way for me to create ships with other Lasers (II, III...) was only if war was close and needed some buff in my army. The only other reasons would be having reasearched some milestones in weaponry and the need to start making ships with them to increase militar strenght to avoid wars and/or prepare myself to start a war. The norm is that your civilization develops techonologies for resources they don't have and that once developed, you can see those resources to exploit them. It's an abstraction, obviously, as it just means that the civilization gets access to some cuantity of that resource to investigate it and only once the investigation is complete, the resource per se is considered something that can be exploited by the civilization. That's why we need to play the game, that's why the multiplayer part it's going to also very imporant.
What is sure is that Frogboy will keep updating the AI according to players tactics to improve the AI. Some people will never find the AI good enough as to play with another player but some != everybody.
