Stardock does DD, so they don't have to abide by street dates - so they can release globally/simultaneously, which has pretty much been their policy over the years. I'm unsure if exchange rate parity is still Stardock's policy, but I know it was in the past- which made Aussies happy.

There was no way for me to uninstall the beta, no uninstall executable in the folder, CCleaner wouldn't recognize it, Add/Remove Programs in Windows 7 didn't show it, so I monkeyed around and deleted anything with Elemental or FE in RegEdit. If that doesn't work and I have problems, I'll probably just reformat and de-bloat again or see if you have any suggestions.
I kinda think the game would be better served if injuries could heal off one at a time by going 50 turns without dying.
I agree life shards should produce angels. Also, I think betrayers factions should have a choice between life shards and death shards. It's not like Kraxis uses death magic.
The game also stops autoturn sometimes (it doesn't if you've got an idle bonus) if you have a city not building. I really can't stand "while idle" improvements, I never build them- if I ever do a mod, it's one of the first things I'd get rid of.
I like all of the sovs/factions except Yithril, though I think there are some balance issues.
Sovereign's head on a pike would be a nice thing. You defeat a sovereign and that kills them, you get their head, which you can place in a city and get an unrest reduction in that city and a prestige/growth bonus.
One thing I'd like to see in an expansion is faction-specific promotions/perks you can give units. I do think init of weapons period is messed up and needs to be reworked Staffs, magic staves, daggers shouldn't give init bonus or penalty. Weapons shouldn't give an init bonus period.

One idea would be in case of tie , to have a tiebreaker stat of some sort, or just give advantage to the player in single-player.
Yes, it's ready for release, but I think the game is going to need some post-release support, and an expansion (which is pretty much guaranteed). Lots of things I want tweaked, lots of things I want added, but the game has enough now to be easily worth it.

Are you on .990 or .992. I had issues in .990 but not so much .992 Also, are you using Irane or Tarth? I have a nagging suspicion that might be a cause of a memory leak right now, but that's just speculation.
No game is going to be 100% bug-free, unless it's super-simple. I think it's at a point where it's ready for release, though I think some post-release tweaking will need to be done. I also have a large list of things I'd love to see expanded upon...
I'm surprised you haven't patented this/ more folks would use this. It's a great feature.
The problem is the penalty is too steep. It was ok when base hp was higher, but now it's too much. It should be a percentage decrease.
I've been one of the biggest complainers of the .99 builds, but the game is really close to ready. I think you don't need to be worried.
It's going to be tough for this game to surpass Civ IV BTS and all its mods. That said, it's come closer than any game since then, and there's still another expansion (hopefully).
I assume that the game is balanced around the default races, so I don't really make custom races all that time. Tarth is pretty mid-tier to me. The only low tier faction is Resoln.
I haven't seen this suggestion, what do you do exactly?

It was a lockup- which seems to be fixed in .991. Only technical issue I'm having now is some sluggishness which I am not sure if it's due to the monster phase issue or a memory leak, or both. I'm guessing memory leak as it seems to get worse over time, whereas I assume fewer monsters are in a world as the game goes on.
