How do you build a camp?

After unlocking "Dances with Dragons" I find that I need to build a camp. How do I unlock building of camps? I cannot see anything about camps in my research options.

Also, how do I get my shadow wargs to be summoned with a level higher than 0? Summoner III does not appear to achieve this.

You have to find the correct resource to build on. Once you find that, and have built either a town our outpost close enough that the resource is in your territory, just highlight the resource and click build.

Not certain on this, don't think I've ever paid much attention to summoned level of shadow warg. It does sound like a bug though.

Never mind, I see -- I need influence to build a dragon camp.

I am still uncertain about the shadow warg thing.

The shadow warg problems leads me to believe you have a bad install or something.

Summoner should make them spawn at level 3 from the start of the game. In fact, I've had a mage summon a level 8 shadow warg before so the traits are working on my end.

Ok, I am running "verify integrity of game cache" (since I got FE through Steam) I hope this fixes it...

That 0 level shadow warg is probably Steam client and the game conflict issue. I have both steam and non-steam version of the game, and I only experience this on Steam version. Yet another evidence that the game engine is crappy as hell.

It seems like a trait problem with the game. There is a special player trait that adds to the level of all summoned creatures to the player. Is your starting sovereign a summoner by any chance, or did you come by this ability from capturing another sovereign?
