I dislike change from 0.98 : minimum cost to rush production. Can I get it back with a proper mod ?

Open your installation directory, in data/English/ElementalDefs.xml you'll find

<MinCostToRushProduction>25</MinCostToRushProduction>

change it to what you desire.
