Not sure if this is reproducible
1. I rushed the water altar and got the elemental
2. I've went to the altar (it was in the outpost few tiles away) and clicked upgrade.
3. the shrine was immediatelly upgraded to shire and I got another elemental instead of upgrade being added to the queue
