I have a city and upgraded it to a conclave. Under the city details it allows me to remove this improvement, but I thought this was tied to the actual city? Is this intended?
It is technically an improvement. But it takes 0 labor to rebuild, so go ahead!

I did... but the city is still a conclave without the bonus... Now that is what the AI can do when he's losing
