Outposts within city borders seem to somehow lose their upgrades. I can keep building the same upgrade on the same outpost (within a city) and it doesn't display in the "Upgrade Outpost" window.
Also, units stationed in the city don't get the attack/defence bonus from Armory/Fortify upgrades.
Edit: Consulates don't work, either, and the outpost cannot be razed.
