The situation involves three Kingdom nations. I am playing Pariden, I am at war with another Pariden Nation (Niblin) and I am not at war with Tarth although their opinion of me is hostile.
The troops of my enemy are sitting on an unfinished Tarth crystal foundry.
I can not attack them?!
I would expect I should be able to attack these troops.
