When designing units, you can go way above they're intended maximum weight capacity by a little fiddly-doo in designing...
When creating a unit, first set the unit on a horse, pick the 2 traits that give more weight capacity.
Then equip your unit with all the heaviest armor and weapons (or whatever suits your needs really).
Then take away the horse, and the 2 weight capacity traits, and give the unit the traits of choice. (Like weak, and/or scout)...
This will end up giving a -6 to initiative, and -1 movement (So you gave it a penalty?) but it does NOT seem like a feature, to be honest.

Also, as you can see on the picture, you cannot change facial hair while overencumbered, or put on another hat instead of the leather one (Which actually reduces weight!)
As a side note, sometimes when I randomize the appearence of a unit, using the little arrows next to "Male", "Female", the weapon will stop having an animation, being invisible.
