Having the city build mode zoom option on, click on "Build" city option (not the "Build" option for buildings).

While in this mode, if you click "Build" (from city) again, nothing will change but when you finally click "Done" to close this mode, the camera retains its position and you must manually change the view.

If instead of "Build" you click "Details", the "Build" menu is closed and the city detail window is shown but the camera is stuck in the zoom option.

The "Train" option works fine, resetting the camera when you select it. Unless you have clicked "Build" a second time after having already selected "Build".
