So I load a save game and hit next-turn with my sovie and some heroes next to a hostile city that contains Relias and several ordinary units.
Relias attacks me ALL BY HIMSELF. He is the top-rated faction in the game, but why not bring his troops ?
Just to be sure, I exited, loaded again and he did it again.
