In Warlords III (and presumably other versions), there was a slider that allowed you to choose if combat would lean more towards 'Quality' results (favors the tough guys) or 'Quantity" (gives weaker guys more of a chance). I always liked having this feature.
Currently, as I understand, there is a 'minimum' result that is applied to damage results. This is one reason why you'll sometimes see '7-11 Damage' in your combat statistics window instead of '0-11' damage.
I think it would be really cool if we could adjust this 'minimum value' via a slider. I.E. instead of a minimum roll of say, 50%, you'd like to have 25% as your minimum roll. This slider would appear during your game setup (when you choose world size, difficulty level, etc.).
What this does (in game terms) is two fold:
1) It increases (or decreases) the role luck plays in you combat results. If you'd like more variation in your results (and potentially more setbacks or heroic moments depending on who has the advantage), dial it down. If you want Strength versus Defense to be more absolute (i.e. the guy with the Stronger value should always have a strong advantage), dial it up.
2) It can shift the focus of the game. If luck is more of a factor, then I'd think armies benefit, as they generally have lesser attacks/defense versus heroes, so this benefits them. If skill is more of a factor, then well equipped heroes have a stronger advantage.
This slider would set the tone for your game, i.e. how perilous do you want your combats to be? YOU decide. In server games, whomever hosts the game would set the level of course, so everyone uses the same statistical adjustment.
