[1.09q] Polish: More equipment locked to only Kingdom males

Since the TravelingBoots have been updated now, I figured it is only prudent to point out that

    <GameItemType InternalName="TravelersCloak">

and

    <GameItemType InternalName="JourneymansCloak">

are also both locked to appear only on kingdom males.

In addition, these three cloaks are kingdom only, and not available to empire. Intended or not?

I can understand why a certain race cant wear certain armor, but a cloak? Those SHOULD be available to all races.
