I`ve noticed that almost all main stats for character cost 3 points. But when i had 1 point left, i was able to add +1 to this stats.
I noticed that too. And i could use created sov. for a new map only after reloading. (Yes, i saved them)
re - sovereign creation screens: Yes, even in 1.09e a partial allotment of points left over ** sometimes** allowed me to still 'purchase' a point of 'essence,' etc.
