Really only needs a bit of a generally accepted labeling system. (and a better one than now = )
The problem is that the forum search apparently uses Google and that's not good at finding stuff with brackets. It would only look for "mod" which is far too ambiguous to return anything useful.
Searchable terms must be more uniqe than that and alphanumeric.
Those would then work with the forum search - or from the outside with a generic google search.

for usable and more or less working mods.
That (and the tutorial stickies) would be all "users" ever need to care about.
It must be as simple as that because "users" are often enough completely clueless (and unwilling to learn) about any sort of labeling system that goes beyond that.
I look for mods and I see: THIS is a mod. I happy.

for libraries because there may be some when scripting becomes a real possibility.
[EWIP] Work-in-progress doesn't really mean anything. Could be anything between a vague pipe dream and a beta version.
Still useful for development threads because it signifies an actual project instead of random musing or tinkering.
[EINFO] That would be useful for when you figure out another tricky bit about the engine or a cool way to make a unit do the impossible...
I don't think that an "ideas" tag would be overly useful. Usually the people with ideas are the modders and they are typically too busy creating or adding to their mods. Normal text in the subject should be sufficient. The real nutcase modders live in the modding forum anyway so there's no danger of a good idea vanishing unseen. =P
Separate forums just add more overhead and work for everyone. If "users" complain that they have to scroll down a page or two for finding a mod - cry me a river. =P
When the forum would be searchable for such unique terms, it wouldn't be a problem at all...
