with earthquake you can destroy any city and the ones of allies too
and yes earthquake cost 1 mana so its kinda the strongest spell ingame now
Flood does this also, it costs a lot more mana but does guarantee that no creeps will spawn.
Flood is a wonderful way to take out enemy Sovereigns as well.
Certainly feels like those spells are too strong. Damage a town badly? Sure. Destroy it in one go? Nuh-uh.
Or at least make them much more costly, like 30 or more. I mean 1 mana, come on...
I also use it for a defensive spell. Get into one of them games where a never ending army is coming at you, just flood the area around you city. Like a large moat.
