Water Shards are giving back feedback that I don't have the capacity to build on them yet Water magic is in my mix of spell books.
If you're playing as Kingdom, there is a first level research item you need to get in order to build on the shards.
Doh! Of course. I invaded and captured an earth shard but was wondering about the water.
