Yes, like in Civ (IV anyway). However, unlike Civ, make the confirmation like an Advisor confirming that you want to declare war against <Faction>.
(I mean, saying "Your head would look good on the end of a pole" like in Civ 4 would be hard to come back from, even if you just said it to someone once. It is a bit weird the way it is handled in Civ 4 because it sounds as if the leader you're saying it to asks you to confirm.
